Sewer fee on my tax bill

Hello,

I really need an advice.

Here is the story. I am in CA, at the end of last year I bought a rental house in Indianapolis. It has a tenant who is responsible for paying utilities bill.  Last week I got a tax bill from Marion County that had almost $700 sewer fee. I called there and found out that the house is in the town of CUMBERLAND and they sent bills every month to my tenant, but she never paid, so I am responsible for unpaid bills amount and it is part of my tax bill.

The property is managed by the property manager company. They promised to figure out what's going on but I haven't heard back from them yet.

What should I change to make the tenant responsible for sewer for now on?  Is it any way for me to avoid paying the sewer fee on the tax bill?

Isn't it the PM responsibility to prevent things like that?
