Extra Basement Space in C- Areas

Have extra basement space on a 2- and 4-unit in C areas being renovated. 

Not interested in making them an extra illegal living space because of constraints (ceiling height and only one exit). 

We have communal w/d's, and furnaces in one. Likely frame in the furnaces to make a group mechanical room and keep the units safe.

First thought was to provide individual caged storage units for each tenant, but concerned about liability. 

Or, to frame in a singular larger room and advertise it as an office to one of the tenants and they can use it however they want.

Anyone with experience on this? Do you charge per storage space, what material do you use? Keep in mind these are C- area
