Multi STRs in 2-4 unit--Commissioner's adjustment

A partner and I are looking to add two more STRs/vacation rentals in a 4-unit building in the Chicago area. We learned that this is possible through a process called a "Commissioner's Adjustment." Has anyone in the area gone through this process or have added more than one STR in the same a 2-4 unit building one way or another?
