Looking for help/opinion on a kitchen sink instillation quote.

Hi BP Community! 

I wanted some insight and help with a Kitchen Sink installation.

Quick backstory:

I'm a new investor. Purchased my first house hack, and am finishing up a kitchen remodel. 

Current situation:

I was referred a licensed plumber and he did great work for me the first two times I worked with him for average price. He asked me to call him when I'm ready to install the kitchen sink. 

He quoted me $400 to install a drop in sink. It has a faucet, one handle connected to the faucet, and a soap dispenser. As soon as he got to the property and took a quick look, he said that it was a bigger project than anticipated. He said that I should've had everything connected to the counter, and that he was expecting to only connect the sink pipes.

He told me the counter installers were should've mounted the sink, and that the bottom of the counter should have grooves for the sink to go under. He said that the new price for installation is $685. I checked with him, and told him the sink is a drop in sink, and does not have to be mounted. 

Even without it being mounted, he said it would be $685. Google is telling me sink installations on average is $200-$500. Is he just jacking the price up on me or am I missing something? 

I have a quartz counter top, just need to install a drop in sink with a faucet, and connect the pipes. Currently in process of getting other estimates to verify.

That is way too much, An undermount sink is more, but not a drop in. All you have to do is silicone the sink and drop it in, install putty and strainer baskets. Installing the soap dispenser is a few turns of the nut. Hooking up the faucet is also fairly easy. The trickiest part is the PVC wastewater pipes. They sell kits with most of the pieces. If you don't want to DIY this part, any handyman can do it, and not necessarily a licensed plumber, for around $100-$150. He is right, however that the sink should have been installed by the countertop guys so you should ask them why they didn't.
