Bed Bugs in Chicago Issue

One of my tenants has reported that they have bed bugs in their unit. This has been confirmed by a city official who came to verify the presence of bed bugs. The tenants are citing the Chicago bed bug ordinance that states that the landlord is responsible for paying the cost of the exterminator and they expect me to pay. The lease has a clause regarding pests and it states that bed bugs will be the responsibility of the tenant. I'm trying to determine how I should proceed. Any advice on who should be responsible for paying the exterminator? Regardless of the answer, I understand the seriousness of the situation and I'll make sure there's an exterminator there this week. Thanks in advance!
