buying short sale/foreclose at auction

So a house I am looking at were trying to do a short sale. They can't get the price to work so it could be entering foreclosure. It's going to be auction next month. 

My question is, best place to do title search? How long does this take and how much is the cost?

Any other tips to look out for? What is value base bid?
