Rules for Renting Out a Guesthouse

Hey Gang.  In Jacksonville, If you have a house with a guesthouse, and you turn the house into a rental property, can you rent the house out to one person and the guesthouse out to another as long as they are long-term leases?  Or do you need to have specific multi-family zoning or something to do that?  And is it difficult or costly to get them metered separately?
