AC duct work contractor referral

Hi, I have a rental in JAX 32210 that's having a problem with AC duct work.

The tenant reported a leak in the duct in the section inside the crawl space. It was not terrible as the system could still get to 66 F which feels really cold to me. But the tenant still complains about high energy bills.

I appreciate if you know someone who can fix this for rental properties. Thanks!
