Wilmington NC historic code

So I purchased a property that has a few historic district code violations. The building was cited for at least one of them in the past (before I took over ownership). I know the previous owner and the owner before. I am the 3rd owner that has had these “improvements” yet the code enforcement people are choosing to go after me because I’m “the new kid on the block”. They’re bullying me because they couldn’t get it done vs the last two owners. All that being said I’m going to try to fight them.
Has anyone dealt with these Wilmingon historic code folks before?

Suggestions, potential outcomes, potential ramifications, etc.
