Covenants with no HOA, can I be forced into a HOA?

I live in a community in Colorado Springs that has existed happily for 25 years with recorded covenants and no HOA. A group of folks are trying to force the entire community into a HOA. Is there a way to stop this? I don't mind choosing to be in a HOA. I just don't like the idea of being forced into one when I never agreed to one. I am of the impression that some folks think the covenants are enough to drag us all into a HOA. Is this possible and legal to happen?
