Getting a second legal address + trash cans?

Hi everyone - 

I recently purchased a SFR in LoHi that has a completely separate, finished basement. Currently there are two windows in the kitchen/living room area and I'm looking to put one in each bedroom; note - they won't be proper egress as there isn't enough space to bump out into the alley, but an average-sized person could fit through them.

Has anyone had luck getting an additional address for a basement unit? Looks like the area is zoned as Urban - Two Unit. 

I called the city to ask for another trash can and they will only provide one per address. My understanding is that in order to get a second address, I'd need to have an inspection done on the bottom unit - 

Does anyone know what the unit needs to have to pass this inspection?
