Rental property inspections by City of Sacramento

The City of Sacramento has been inspecting each of our properties after the close of escrow. They are charging us $126 per unit. This has been okay so far but recently the inspectors are finding small issues like- door does not close property or the smoke alarm is not heard in a room (everyone else could hear it, the inspector was an elderly gentleman) or missing blanks in electrical panel. Most of our properties are newer, build after 2000. We are feeling that we have to do unnecessary repair just because someone else wants to keep their job.

Does any body have similar experience or different experience / opinion?
