MOST PASSIVE & Safe way to invest $2M for my mother to live on.

My Mother just inherited $2M through my father's estate that she is looking to invest to create cash flow to live off of.  She does not want to invest in rental properties, syndications, stocks, etc.  She is completely fine with getting a 3% to 4% return as long as it's safe, predictable, and is able to consistently provide her passive income to live of off.  I don't really know what would be the best option (buying notes, bonds, annuity, etc.).  I would really love the input of the community to share some ideas!
