Belmont County , OH. Billion dollar project expectations ?

I'M EXTREMELY NEW TO THE WHOLESALING BUSINESS AND IM FAIRLY NEW TO THE AREA (BELMONT COUNTY,OH).

I RESEARCHED THIS AREA AND DISCOVERED A BILLION DOLLAR PROJECT UNFOLDING HERE. I LOOKED FURTHER INTO IT AND SOME LANDLORDS ARE ALREADY TAKING ADVANTAGE OF IT WITH RENT RATES UP IN THE THOUSANDS. I READ IN THE PAPER WERE HOME OWNERS ARE HIRING LAWYERS TO GET GENEROUS OFFERS ON THEIR HOMES FROM THE COMPANY. 1 FAMILY WAS OFFERED 19K FOR THEIR HOME (WHICH IS MARKET VALUE) BUT THEY ARE DEMANDING 119,000.00 .. 

MY QUESTION IS THIS, " EVEN THOUGH I HAVE CONTRACTED HOMES IN THIS COUNTY AND PUT THE NUMBERS TOGETHER FOR INVESTORS IT SEEMS NO ONE IS INTERESTED IN THIS PARTICULAR INVESTMENT, WHY NOT? " 

EVENTUALLY THIS PROJECT WILL BRING OTHER COMPANIES TO THE AREA AND FAMILIES WILL BE MOVING HERE FROM ALL OVER FOR WORK, WOULDN'T IT MAKE SENSE TO INVEST AND RENT IT OUT FOR THE NEXT FEW YEARS WITH THE OPTION OF SELLING FOR EQUITY PROFIT ? OR IS THIS A ROOKIE MISTAKE TO INVEST IN AN AREA THATS UNDER DEVELOPMENT?
