Marketing to a particular group/nationality

In Saint Louis we have a VERY VERY large Bosnian population. A friend of mine is from Bosnia and speaks/writes it fluently. Is there any ethical/legal way to target this market? What would be the best method? I'm thinking bandit signs in the area written in Bosnian/Serbian would be the easiest way. (Depending on county code)

It never hurts to accommodate your customer. 

As expected here, we operate in both English and French, but we have also made arrangements with the individuals in two ethnic communities and the local multicultural association to assist us with serving our international student clientele - most of whom speak Arabic, Mandarin, Portuguese, or Spanish.
