Does converted garage add value to a rental?

I was wondering if a 4/2 with no garage is worth more than a 3/2 with a garage?

Almost all other houses in the neighborhood had a garage.

I am looking at a house that has a converted garage. The house need some work and was wondering what I would do with the converted space.

How will the converted space work with insurance and zoning?
