California doubles up zoning?

Seems CA passed a bill to allow conversion of SFR to MFR by adding units and even potentially subdividing

I was hoping someone knowledgeable here can comment what this means.

Any limitations to SFRs/areas that could benefit from that bill? Is that applicable to MFRs, 2 units become 4? When will it start? How about ADUs, are they coming in addition?
