Legally permit duplex as triplex

Has anyone had to get a MF unit legally permitted in San Diego? Bought as triplex, knowing it was legally a duplex. Previous owner made it a triplex probably in 60s. 

Zoning will allow triplex. My thoughts are:

1) get quotes on costs to get up to code. Est $15k,

2) pull permits with city

3) get it legally zoned as triplex

4) refi and pull out equity

Appreciate input from someone that's actually done it, specifically in SD.
