LA Rezoning for Multifamily

I have a property zoned single family in Chatsworth. The General Plan Land Use makes it seem as if the lot could be rezoned for multifamily RD3-1. Left neighbors are condo units and the right neighbor is a small private school/infant care. Is this a difficult process for a developer to rezone from single family to multifamily. Lot is 14,400sqft. I'm not actually looking to rezone myself but push the property to a developer that would do it themselves. I'm just trying to get some context about how difficult it is to rezone under this circumstance and how costly it would be for them...this would effect how I much I market the property for.
