Re-Zoning or General Plan Amendment Los Angeles

Hi BP,

Does anyone have experience in the "re-zoning" process in Los Angeles (City)? Otherwise known as making a General Plan Amendment? Due to the housing shortage here, it seems LA would be favorable to such things, but of course, there is still the time, money, and navigating through City officials required to make such a change. 

My immediate architectural network is not as well versed as I had hoped, so I thought some folks here may have gone through the process. Any examples and scales where the "re-zoning" effort allowed for an increase in Residential (R type uses) would help so I can understand the process a bit better before undertaking such an endeavor. I appreciate your time and input.
