Lease renewal for the rent controlled unit

Hi BP! 

I have a quick question regarding to the lease renewal for the rent controlled unit. 

Context

I have a unit with tenants under rent control and the tenants occupied the unit for more than a year now. I know that the rent increase is prohibited at the moment in Los Angeles county for the rent controlled units, but I got another question. Previous lease said that the owner (I) am responsible for paying their garbage collection fee, gas, and water. 

QUESTION : I wonder if I can make change to the lease so that the garbage collection fee (ladwp) and the gas fee (socal gas) is paid by the tenants.
