Foreclosure 8/6, short-sale offer rejected, & no equity

What strategy can I use to help a distressed home-owner who has:
- a foreclosure date of 8/6
- declined a short-sale offer
- not paid mortgage in 2 years & owes ~300k
- limited income
- need for assistance to move (cash at closing)

Owner would like to stay in home, if at possible.

Nothing. If the seller declined a short sale, then they sealed their own fate. They may or may not get some type of cash for keys depending on who gets it at the auction.
