Repurpose office space

Hi everyone, I am aware of a suburb of a top 5 city (though I suspect many cities are similar)  that was primarily a bedroom community but in the last 25yrs significantly built a tax base upon office space.  They now believe the pandemic has changed the playing field and they are looking at significantly reduced taxes.  Rezoning to homes doesn't make sense since schools and other services are already over capacity.  My question is, does anyone have ideas about repurposing the office space?  With ideas in hand I would approach owners and Gov't with a "deal".  Thx, Joe
