Converting SFH into duplex or triplex.

I looked at a property today that could easily be converted from a SFH into a triplex. According to the realtor the county wouldn't approve converting it to a duplex or triplex. Is anyone doing this is the Wyandotte county-Kansas city, KS area? Tips, tricks, and ideas appreciated!
