1st house hack and I have to ask a tenant to leave

Bought my first duplex to house hack. The duplex is currently fully occupied. One tenant is on a yearly lease and the other tenant is on a month to month. I have to tell one tenant they have to go. I did an Fha loan which I have to move into the property to full fill the terms of the loan. The question is with all the COVID stuff going on can the tenant decide not to leave the property?
