Buying land and building kit homes for rent

Hi BP. I’ve been considering the advantages and disadvantages of buying land/rundown properties and leveling these areas to build cheap kit homes/warehouse homes which can be beautifully designed for cheap and last a long time (quite sturdy as well).

These would then be rented out to tenant(s) and potentially have multiple units.

Is there any issue with doing this in terms of legality? I know doing this in an HOA is probably not going to happen, but what other situations should I be aware of?
