Nyc zoning, single family to multifamily conversion

Hi everyone quick question. I recently saw a property in ny that is up for sale its in a neighborhood zoned as a R3-2. A property earlier in the year was converted to a mulitfamily and was sold 200k over the ARV of the properties classified as a single family in this neighborhood.

Question 1)

If i were to buy this property how would i go about changing its status from a single family to multifamily. Is there a process or applications with ny.gov

Question 2)

If i were to wholetail this property could i market it by its zoning features and say potential multifamily property.
