Full time worker looking to get started making cashflow

I'm looking to get started in building my wealth. I owe about 4k in debt and have a 540 credit score. I work full time with inconsistent hours. Some days I work 8 hrs other days I work 16 max. I have been learning about REI on my own but I don't know where and how to start the process.

I want to invest in the Chicago land area and possibly up to Milwaukee so that'd be north Illinois and south of Wisconsin.

I'm only interested in buy and holds. preferably want to get into multiplex properties. And I rather have a management company take care of the tenants.

My question is how do I know for sure a property is worth to buy? How to look for properties and how can I get financed?
