Is sending mails to pre-foreclosures effective?

Any idea on how to approach to potential sellers who are going through pre-foreclosures? I was told that sending mails or knocking on door are good approaches. Any other ideas? And how to find the most pre-foreclosure listings? Anything I need to be cautious of? Im a newbie so any advice is welcome!
