Flipping to Section 8 Operators

Hi all,

I am in South Bend, In. I have been researching BRRRR, flipping, buy and buy and hold. I would love to flip but the margins are not wonderful in my area and I am not ready to start investing remotely. One thing I have noticed in my local market though is that their is a lot of Sec 8.

My question on strategy is this: Is it a viable strategy to buy zombie homes, rehab to the point that they meet Sec 8 standards and then sell to Sec 8 operators? The advantage would be that instead of what seems the standard $20,000-$40,000 in rehab costs that traditional flip deals need I would only need to put in lets say $10,000-$15,000. Basic rehab. 

I would really appreciate feedback and advice how to market to Sec 8 investors.
