Cash Out Refinance On Investment Properties

Hey, can anyone recommend a bank or lender that does cash out refinancing very rapidly where you don't have to wait  6 months to a year?

Talk to small local banks.  I've never had to wait 6 months.  But, they can be very skeptical of new investors without a track record.   Your personal finances will need to be solid.  The local banks are your best bet,  but know they are evaluating you as much as your property.
