Looking for websites or a company for finding phone numbers

Who is the best service provider for finding contact information on home owners.  I am specifically looking for phone number for people that are in foreclosure.  I have used spokeo and landvoice but the phone numbers provided are usually discounted or no longer in service.  Any suggestions?
