HELP!! How do I "scrub" a tax delinquent list?

I went to the tax collectors office today and asked for a Tax Delinquent list. I explained why and was given a 4,747 page report. I know that other wholesalers/investors have found great deals via this list however I don't know what I'm looking at. Can someone please break this down for me? I live in Ventura County and several of the listed addresses are not in my county. I am assuming that I need to locate the house address by searching the APN (parcel number)??? How/where do I do that?

I provided a print screen of what I am looking at.  I live in SoCal so I'm on Pacific time.

I really appreciate your help. Thanks in advance.
