Cities with "rent to locals" incentives?

I just saw this Ketchum, Idaho program that incentivizes short-term rental owners to instead rent long term.

Has anyone done this, and are you seeing such programs in other cities?

Pretty innovative, especially in locales where tenants don't have to get paid to move out.
