Questions about new construction.

Hello,

I am currently working on my first new construction project and I have some questions about the process.  I'm currently in the beginning  phase (surveys,site plan,ect) so I wanted to ask at what point do i find out what the value after build is?

 you should have that information BEFORE you start building. What if you end up spending $500,000 and the house is worth $300,000?  How did you select the finishes to match a budget ?
