Advice on how to structure a deal

A friend, who would like to remain anonymous, I'll call him Tom, would like to partner with someone, say Ann on a rehab of a home. Tom was given the home from a relative when he passed away. Ann wants to get into RE. Tom has about 30k for the rehab and Ann could put in about 5-10k. Tom would like assistance on project managing the rehab from Ann in addition to the funds. How do you suggest they partner on this?
