Bad Business/Landlord where is rent

Was approved. Payment was sent out September 30th it's December no payments received. Have called Multiple times and heard Multiple lies and even had landlord on phone. Landlord didn't want direct deposit because she said the program was not real and might have tapped into the apartment complex bank account. LoL... I have gotten mutiple letters on my door from her and messages on my phone from her. She says 3 others here applied way before I did and still haven't received any payments. I don't know who or what to think 🤔 anymore cause of all the bullcrap that I have had to go through. I know people who has their rent paid twice and I haven't had not one payment. I checked my status daily from day one . Now it's the complaint department is handling this no my bad I am on their complaint list because I haven't received a payment. Landlord says she has checked daily for the checks but nothing. I have had to go and work double shifts to pay rent because of RAMP. You got to wait 6 weeks for a check then another ten days for it to clear and so forth. These people don't return calls at all. Landlord has called with me on the phone and we got nothing but the same old lines. I am not happy with this period. Can anyone tell me where does this check come from and why must I be evicted while getting help and help isn't helping?
