Easiest jurisdiction to do business in Hampton Roads?

Hello to all Virginia BP members! Especially those of you in the Hampton Roads area.

We are considering investing in Hampton Roads and have a question for all you investors, flippers, renovators and especially general contractors:

Which of the jurisdictions (cities, counties) do you prefer to do business with in the area? What's it like to pull permits, get inspections, and get them signed off and closed in in the 7 cities? Which are the most professional and timely? Or the opposite? How difficult is the new construction process versus a moderate renovation (ie: some infrastructure and/or structural modifications)?
