Tips of making Pre-Foreclosure inquiries

Hi!

I am looking at pre-foreclosure homes and was wondering if there are some dos and don'ts when reaching out to the pre-foreclosure owner to see if the would be open to potentially selling a home. Best practices in terms of how to reach out, through real estate agent? Also, anyone have a letter templates when reaching out to a pre-foreclosure home?

For reference, I am looking in the Virginia and Maryland areas.
