Texas Coast RV Lot with Utilities

I'm an agent in Austin and I have a client with an Airstream. Ideally he would like to purchase a beach- or bay-front lot of his own and be allowed to drop utility hook-ups.  I've spoken with zoning officials in Brazoria county (looking at Surfside Beach), and the cost to elevate a lot and the permitting process makes it unattractive.  Anyone have suggestions for other locations or approaches?  He's not interested in a slot in an RV park.  Thanks!

    Maybe find a lot on a canal that leads into the bay? I know of a couple of off market ones in Galveston county.
