Building in Channelview, Tx

Im just getting started in my education about investing in real estate. I have two close relatives who own residential lots in Channelview who are doing nothing with them. They pay taxes every year and do nothing waiting for "appreciation" to sell and make a profit. From what I understand so far, they could be making money every year if the lots had houses on them and they were rented out. Im wondering what would the cost of building a SFH or a duplex look like. Im hoping someone here would know around how much would it cost to build in Texas. Thanks.
