Who pays for utilities in Texas??

Sorry noob here.

Who pays for utilities in Texas, the landlord or the tenant or which utilities are required to be paid by the landlord for each SFH/multi/etc..??? I can't seem to find it written anywhere. Can anyone provide a link??

no link i know of but your answer is either. Fortunately, we here in Texas have a little bit (not much but a little bit) less government telling us how to run our own business.
