Texas condo management taking advantage of residents

Hi - I have an acquaintance who owns a condo in Houston, TX. She called me asking for advice regarding a dispute with the management company overseeing the condominium association. Apparently she and many of the other residents suspect that the management company is pocketing monthly fees that are earmarked for improvements to the complex, and has been towing condo owners' cars for nonpayment of disputed bills.

She and many of the other residents in the complex are non-native English speakers and of limited means. I don't have all of the details, but I worry that the management company could be taking advantage of them.

I do not have the capacity to get involved and am not educated in this area, but was wondering if anyone has general advice on how she and the other condo owners could best seek to protect themselves and resolve their dispute with the management company?
