Duplex conversion - zoning

Hi, I called my local zoning officials (Ephrata Boro) to ask about a property I was interested in, and the possibility of converting it into a duplex. I was told that there weren't any subdivisions of the zones (R1 for SFH, R2 for multi and duplexes, etc...) does that sound familiar or accurate to anyone in PA? I thought zoning subs were pretty much standard. The only requirement for conversion was the square footage of the lot. No owner occupancy requirement ("auxillary" apartment)...seems lax and not perfectly truthful? How would I get all the prospective details I need for a project if I don't trust the information on a phone call?
