Best Cities In PA To Start

I am currently in York, PA and recently a lot of family has been moving south, but before we take the plunge I want to get my hands dirty up here and do a little house hacking for a few years.  I was wondering from other investors in PA, what would be good cities to relocate to inside PA that have recently priced duplexes-quadplexes.  York has good single family homes but no real good market for these type of properties.

I would love to discuss more with everyone and listen to their input, being new I want to learn as much as I can about my market near me.  If you aren't in the PA market I would love input on how to find the best in my market.  Websites? Blogs? Books?
