I've bought and sold over 900 properties and have submitted all cash offers with NO contingencies, not even mortgage contingency, even when I ended up closing with a mortgage.  Have done that on personal residences as well as investment properties.

I've offered all cash the first day of the listing and have a 24 hr time limit for acceptance to prevent shopping the offer.  One time I went with the listing broker to present my all cash offer.  I told the seller that if I left their home without an agreement, my offer was withdrawn.  Guess what I got the property the first day it was listed.  You snooze, you lose.
