Living in NJ and looking to invest in PA

I am a newbie investor living in NJ. I am looking to invest in PA. Any recommendations on which areas to look at?

My preferences are

Purchase first investment property within next 3 months.

I am looking for buy and hold rental investment properties around 200K with 25% down.

Target CoC return - 15%

Neighborhoods class - B,C. Don't prefer D neighborhoods.
