New development-association still under developers control...

Buying in a new development with a low HOA that has not been turned over to the developers yet. The HOA seems artificially low and would probably be too low to build much in reserves. Wondering if it would be likely that there would be a special assessment when it is turned over to the homeowners. I might think they put it low to attract buyers.
