Newbie investor question

I am ready to get my first (and second) rental property. Have all my finances lined and was looking to get one or two properties (duplex?) that are pretty much rent ready or turn key per sey. I have talked to quite a few people locally and joined the REIA groups aswell which has help me get a lot better understanding of RE investing. BP has been a revelation for me. Anyways coming to the point. I am looking for properties in good school districts, edmond, yukon. mustang, Norman. There have been two properties that were presented to me as turn key with projected proformas. But when I asked to get some proof of rent rolls or go see the places first. I was told that will only be done after an offer has been made. I have made my pre-qualification letter, prof of funds available to them already. I just find it strange that in order to even see the numbers on a 200k + property I need to submit an offer just to see it. Is that a common thing? What if I just don't like the property? Am I still obligated for something? Also any help looking for properties in above mentioned areas will help. Thanks -- Farhan
