Average cost to remove a stump in Euclid?

Hello everyone 

Received a notice in the mail from the City of Euclid stating they cannot renew my rental permit until a stump is removed from the yard.  I’m an out of state investor and looking at the photos I have, it looks like there’s maybe two stumps maybe 8 inches in diameter or so.  

Property manager is quoting “around $500” because they would need to rent a machine.  This seems excessive.   Anyone have any recommendations for companies in the area?
